An important decision of the state government
All teachers and staff of subsidized secondary and higher secondary schools will be given permanent protection as surplus - Education Minister Shri Bhupendrasinh Chudasama
Any newly appointed subsidized secondary or higher secondary school teacher-employee will not face the question of losing a job due to class-school closure.
Education Minister Shri Bhupendrasinh Chudasama said that the state government has taken an important decision to provide permanent protection to all the teachers and staff of the subsidized secondary and higher secondary schools in the state.  From now on, any newly appointed subsidized secondary or higher secondary school teacher-employee will not face the question of losing a job due to class-school closure.

The Education Minister added that the state government led by Chief Minister Shri Vijaybhai Rupani and Deputy Chief Minister Shri Nitinbhai Patel has taken various decisions in the interest of teachers and staff.  In view of the representations made by these teachers and staff, the sensitive Chief Minister of the state has taken this decision in the interest of one more teacher.

Giving more details in this regard, the Education Minister said that the recruitment of teachers in non-government aided secondary and higher secondary schools has been done centrally on merit basis since 2011.  The decision has been taken to have the same recruitment process, TAT examination, qualification, salary scale as well as performance of teachers in government secondary and higher secondary schools and subsidized secondary and higher secondary schools.  As teachers appointed in subsidized secondary and higher secondary schools lose their jobs due to lack of surplus protection, such teachers are constantly working under the guise of insecurity, which may have a direct impact on the quality of teaching work.  

This decision will result in better quality and performance of education.
The minister added that as a result of this decision, if a vacant teacher is appointed instead of re-appointing to fill the vacancy, the lengthy process of filling the vacancy will be avoided and the trained experienced teacher will be given the job and the schools will get experienced teachers quickly.  Teachers who want to change schools will be able to take advantage of this provision and go to their desired school as there is a provision for recruitment of old teachers for the teachers who are currently on duty.  As such, permanent protection will not be abused to obtain an appointment near / far from a distant place as an alternative to transfer.

He added that due to non-protection of surplus, teachers of subsidized secondary and higher secondary schools are recruited in government secondary and higher secondary schools.  Doing so deprives students of non-government aided schools of teachers.  As many as 50 teachers from subsidized schools have resigned in the recent recruitment of government higher secondary education assistants.  Giving permanent protection to teachers in vacancies will not impose any new financial burden on the state government when they are made redundant and relocated.  This benefit will be given to 181 teachers and staff who have become vacant from 30-09-18 till today.

It may be mentioned here that in non-government aided secondary and higher secondary schools, due to closure of classes or closure of schools, the employees are declared vacant, job protection is given and other schools are included in the vacancy.  In this regard, the state government for the first time announced the policy on surplus with the resolution dated 31-06-17.  And Ta.  Permanent protection has been given to the teachers-staff appointed on or before 15-06-17.  Thereafter, this protection was extended for the employees-teachers appointed till 30-06-17 and permanent protection has been given to the teachers-employees appointed till 31-09-2018 as redundant.
